What is Ranchero / Deep Creek Zoning Amendment Bylaw No. 751-02 (BL751-02)?

The subject property, is located at 5530 Gardiner Lake Frontage Road in the Ranchero area of Electoral Area D and is more particularly shown in bold outline on the map below:

The owners of the subject property have made application to add mini-storage as a special regulation for the subject property. The property is currently zoned ID1 Industrial 1 and the mini-storage on the property is being operated under a Temporary Use Permit.   

Public Hearing Not Required

This bylaw amendment proposal is consistent with the policies contained in Ranchero / Deep Creek Official Community Plan Bylaw No. 750. Specifically, there are no amendments required to the Official Community Plan (OCP). 

Section 464(2) of the Local Government Act states that a local government is not required to hold a public hearing for a proposed zoning bylaw amendment if an official community plan is in effect for the area that is the subject of the zoning bylaw, and the bylaw is consistent with the official community plan. As this bylaw amendment is consistent with the OCP, a public hearing is not required to be held.

In accordance with Section 8.1.1 of Development Services Procedures Bylaw No. 4001-2, all owners of property within 100 m of the subject property must be sent notices advising that a public hearing is not being held and be given the opportunity to provide comment about the bylaw amendment. 

Where and when will the application be considered by the Board?

The application for Ranchero / Deep Creek Zoning Amendment Bylaw No. 751-02 will be considered for first reading at the CSRD, 555 Harbourfront Drive NE, Salmon Arm, BC, during the Regular Board Meeting commencing at 9:30 AM on Thursday, July 18, 2024.  

The Regular Meeting will convene in the CSRD Boardroom with a combination of in-person and virtual attendance. There is no specific opportunity for the public to provide verbal or written submissions about this application at this meeting. How do I send a written submission? 

Written submissions will be accepted at the CSRD office, 555 Harbourfront Drive NE, Salmon Arm, BC, from Tuesday, July 2, 2024, until 4:00 PM the Tuesday the week of the Board meeting at which the subject application is being considered for third reading (future date to be determined). Another notice will be mailed to you advising of the deadline for written submissions. The Board of the CSRD considers the author’s name and residential address relevant to the Board’s consideration of this matter and should be included in your submission. The author’s phone number and email address are not relevant to the Board’s consideration of this matter and should not be included in the written submission. 

Written submissions received by the CSRD are subject to public disclosure and a copy may be provided to the applicant. Written submissions may be submitted to: [email protected] or to the address above. Please clearly write “Bylaw Amendment Submission – BL751-02” on your submission.
